Carmen Huynh
Carmen Huynh has more than 20 years of experience in asset data acquisition and management across road, light rail, and heavy rail infrastructure. Since 2011, she has taken on leadership responsibilities in statewide data collection programs, including Pavement Condition Surveys, Level 2 Structure Inspections, Surface Inspection Ratings, Traffic Volume and Classification, Road Safety, and supporting the development of asset registers across transport modes.
In recent years, Carmen contributed to the delivery of the final phase of a $30 million multi-year project aimed at establishing consistent methodologies and completing multiple rounds of condition data collection across all rail asset classes. She has supported the adoption of emerging technologies in asset data collection, such as artificial intelligence, machine vision, and geospatial AI, to improve the detection, classification, and assessment of transport assets.
Carmen is committed to enabling data-driven decision-making by focusing on the delivery of high-quality, timely, and standards-compliant asset data. She applies agile principles to project delivery and works towards building sustainable data systems that align data collection strategies with broader asset management and investment planning needs.
