Cressbrook Dam Safety Improvement Project Lessons Learned (122884)

Dams are critical long-life assets requiring ongoing assessment, monitoring and maintenance to ensure their continued functionality in providing water security.

In 2022, a safety assessment revealed that Toowoomba Regional Council's Cressbrook Dam posed a higher risk than current standards allow, necessitating an upgrade to meet compliance requirements. The Cressbrook Dam Safety Improvement Project includes improvements to the dam to ensure its long-term viability comply with the safety requirements set out in the Water Supply (safety and Reliability) Act 2008 (QLD).

The improvement works are split into two main components, a spillway widening and improvements to the existing zoned embankment.

Toowoomba Regional Council (Council), as the dam owner has adopted innovative project delivery methods, including an Alliance contracting model. The Alliance model fosters a more collaborative relationship between the owner and non-owner participants, in contrast to the more traditional construct-only or design and construct contracts. However, this approach presents unique challenges including fostering a ‘best-for-project’ mindset, managing key performance indicators, and facilitating risk and opportunity sharing within a joint management structure.

To address these complexities, Council established a new role, the Alliance Performance Manager. This dynamic position ensures the Alliance operates effectively and delivers its intended benefits. Key responsibilities include managing relationships within the Alliance, supporting collaboration, and monitoring overall performance of the Alliance. The role also involves significant stakeholder engagement with Councillors, technical experts, and non-technical stakeholders to maintain alignment and transparency throughout the project lifecycle.

This paper will provide an overview of the Cressbrook Dam Safety Improvement Project, with a particular focus on the role of the Alliance Performance Manager. It will explore the challenges faced in this role, the solutions implemented, and key lessons learned, offering valuable insights for professionals considering similar project delivery models.
