Public works play a pivotal role in shaping resilient, sustainable, and inclusive communities. This paper examines a framework that enhances the planning, design, and delivery of infrastructure projects, with a focus on fostering innovation, advancing professional excellence, and empowering communities.

The presentation will explore four core areas:

  1. Strategic Priorities for Project Delivery:
  • Accurate scope definition and project readiness to mitigate delays.
  • Strengthened contract administration and construction standards.
  • Effective financial planning to minimise scope creep and enhance resource allocation.
  • Uplifting industry standards of excellence, particularly in medium to small companies, to ensure equitable and sustainable project outcomes.

  • Establishing robust procedures and policies, including a Project Management Policy, Construction Readiness Procedure, and Contract Administration Guide.
  • Introducing medium-term initiatives such as targeted site investigations, P90 capital cost estimates, and contractor performance reviews.
