Who said governance in asset data and information management is not cool? (122971)

Ipswich City Council (council) has been embarking on a journey to uplift asset management capability and maturity across the organisation. In July 2023, council implemented a new asset management governance structure and established a clear asset ownership matrix.

The next step has been the development of the asset data and information management plan and governance structure. Previously, no existing governance structure or documentation of the roles and responsibilities relating to asset data and information previously existed.  

The management of council’s asset data and information is critical in enabling prudent and asset lifecycle management decisions for the city assets and to deliver on council's strategic objectives. Through a robust design process, council developed a model of asset data and information management governed through four key areas:

  • Asset Data Standards – defines the format and extent of the data that will be collected, managed and represented in the systems.
  • Asset Information Roles and Responsibilities - define who is responsible for the specification, management of data and information and associated information ICT systems.
  • Asset Information Processes – define the way in which asset management data will be acquired, collected, managed, distributed and disposed of.
  • Asset Information Systems  – Enable the storage, management, access and integration of asset data and information.

All four areas are critical to the effective management of asset data and information.

This presentation discusses the robust process council followed to design, develop and implement an asset data and information  management plan and governance structure that aligns with the strategic framework, best practice and considers alignment with ISO55001 series. It will also detail the change management aspects that supported the implementation and the system agnostic approach that was adopted.
