MidCoast Council’s Journey Towards Net Zero: A Regional Roadmap to 2040 (122831)

MidCoast Council, located on the Mid-North Coast of NSW, has embarked on a bold journey to achieve net zero greenhouse gas emissions and 100% renewable energy for its operations by 2040. Covering a diverse region of over 10,000 km² and servicing a population just over 100,000 residents across complex water, sewer and waste infrastructure networks, Council’s transition toward sustainability has been both challenging and transformative.

This case study outlines the evolution of Council’s climate response, from early inconsistencies across departments to the implementation of an integrated Climate Change Policy in 2021. Key actions include securing a 100% GreenPower contract for small sites (delivering a 1,390 MWh offset in 2024), installing 647 kW of solar panels across 22 facilities, and progressively upgrading lighting and fleet to energy-efficient and electric options.

The submission explores how Council leveraged internal governance through a dedicated Project Control Group (PCG), and embedded energy efficiency into design and planning frameworks. Strategic investment in renewable energy, carbon sequestration, and community education has also laid the foundation for future advances, including landfill gas flaring, FOGO implementation, and treatment plant upgrades for energy generation.

Despite competing infrastructure priorities and legislative limitations, Council continues to pursue innovation. This includes exploring carbon credits from greening projects and extending rooftop solar opportunities across high-use assets.

MidCoast Council’s experience offers practical insights for other regional and rural councils managing large-scale infrastructure portfolios under constrained financial and political environments. The case study highlights our approach to overcoming barriers, aligning internal teams, and delivering tangible climate outcomes—demonstrating that even regional councils can lead the way in environmental resilience and sustainability
